TAJINVEST
Economy I Leader I The Investor Tajikistan

_BIOGRAPHY He is an entrepreneur with over 15 years of experience across sectors including sports, food, banking, insurance, aviation, and tourism under the FIFTYFIVE GROUP brand. He has held senior roles in the Tajikistan Football Federation and now leads Tajinvest, promoting Tajikistan’s investment opportunities worldwide.
“THE BEST WAY TO ATTRACT INVESTMENT IS TO THINK LIKE AN INVESTOR OURSELVES — ALIGNING THEIR PRIORITIES WITH TAJIKISTAN’S LONG-TERM GOALS.”
HOW DOES TAJINVEST POSITION TAJIKISTAN FOR INVESTORS?
Central Asia is increasingly recognized as a promising region for global investment, and Tajikistan is taking on a dynamic role in this transformation. The combination of political stability, consistent reforms, and a clear state commitment to growth creates a solid foundation for attracting international capital.
Tajinvest’s mission is to present Tajikistan as a reliable, open, and partnership-driven destination. We work actively to strengthen the country’s investment image by participating in international forums, investment summits, industry exhibitions, and business missions. Our flagship platform, Dushanbe Invest, has already established itself as a premier venue for direct dialogue between investors and government institutions.
Equally important is our proactive engagement with partners. We closely follow global market trends, identify sectors where Tajikistan offers competitive advantages, and tailor our proposals to match investor strategies. By offering targeted solutions and hands-on support, we are not only promoting opportunities but also building trust and long-term relationships with global investors.
HOW DOES YOUR PRIVATE SECTOR BACKGROUND INFLUENCE TAJINVEST?
My own background in the private sector is one of Tajinvest’s greatest strengths. I know first-hand the opportunities and the challenges businesses face in Tajikistan, and I bring that perspective into how we engage with investors. Our team is composed of professionals who also share this entrepreneurial experience, which gives us a practical understanding of the local market.
This shapes our leadership style. We do not approach investors as bureaucrats; we approach them as partners. We act pragmatically and flexibly, always with a focus on what an investor truly needs in order to succeed. We use our energy and experience to make Tajikistan more attractive and predictable for business.
This philosophy goes beyond Tajinvest itself. It reflects a broader movement in the country, where successful Tajik entrepreneurs are returning with knowledge, capital, and networks, and are reinvesting them into society. We believe the best way to attract investment is to think like investors ourselves, aligning their priorities with the country’s long-term goals.
HOW IS TAJINVEST WORKING TOWARDS MAKING TAJIKISTAN MORE INVESTOR-FRIENDLY?
Tajinvest plays a central role in turning national strategies into practical results. Our aim is to make the country convenient, transparent, and predictable for those who choose to invest.
One of the most important steps has been the creation of a “one-stop shop” for investors, with digital services that simplify business registration and the issuance of permits. At the same time, administrative barriers are being reduced, and reforms in tax and customs procedures are helping align Tajikistan with international standards of investor protection.
We are also prioritizing infrastructure. New industrial parks, free economic zones, and logistics hubs are being developed to provide ready-made conditions for launching production and exports. Within these platforms, investors can find transparent and well-structured projects in priority sectors such as mining, value-added agriculture, energy, construction, and transport.
The result is that investors increasingly see Tajikistan not only as a promising market but as a reliable partner for long-term growth, with opportunities supported by clear policies and tangible infrastructure.
WHAT SECTORS ARE YOU FOCUSING ON AND HOW DO YOU ENSURE REAL VALUE?
We are prioritizing sectors that combine high investment potential with strategic importance for Tajikistan’s sustainable development. Energy is a natural choice, with vast hydropower resources and growing opportunities in renewable electricity exports. Agriculture and agribusiness also stand out, with strong potential to build value chains around cotton, fruit, vegetables, and grains. Mining remains central, with responsible development of gold, silver, aluminum, and other minerals, while industry and construction are expanding through the production of building materials and the growth of processing enterprises. Transport and logistics are vital for positioning Tajikistan as a regional transit corridor, and tourism is emerging as a sector of immense promise, from ecotourism to cultural and historical heritage.
The value of these investments is ensured through several mechanisms. Projects are selected according to their ability to generate jobs, diversify exports, and create high value-added. The one-stop shop ensures that investors are supported at every stage, while transparent tax and customs incentives under the Investment Law provide predictability.
Partnerships with the private sector and international organizations strengthen integration into the wider economy, and all projects are assessed for their environmental and social sustainability. The goal is always twofold: to deliver strong returns for investors while contributing to economic diversification, regional development, and an improved quality of life for the people of Tajikistan.
WHAT IS YOUR VISION FOR TAJINVEST IN THE NEXT FIVE YEARS?
Looking ahead, we see Tajinvest as the key driver in positioning Tajikistan as a competitive and reliable investment hub in Central Asia. Our ambition is to transform the country into a destination associated with sustainability, openness, and long-term reliability.
Building Tajikistan’s global investment brand is a central priority. We aim to promote the country internationally as a hub for green energy, agribusiness, tourism, and logistics. At the same time, we are focusing on infrastructure, supporting the modernization of transport corridors, industrial parks, and logistics hubs to ensure that investors have seamless entry into the market.
Another important aspect is regional integration. Tajikistan’s geography places it at the crossroads of South and Central Asia, with natural connections to China and the Middle East. By strengthening these links, we can embed Tajikistan more deeply into regional value chains.
A transparent and predictable regulatory environment will remain essential. We are committed to further simplifying administrative procedures and expanding digital services, ensuring that investors experience efficiency and clarity. We also see growing potential to attract long-term capital through the creation of joint investment funds with international partners, which would provide both financing and risk-sharing. Finally, we want to support innovation and human capital by encouraging technological entrepreneurship, research and development, and international academic partnerships.
In short, our vision is to establish Tajinvest as more than a national agency. We want it to become a regional center of excellence in investment facilitation, known for its transparency, professionalism, and service. Every investor who comes to Tajikistan should feel that their project has not only official support and protection but also genuine prospects for growth and success.
