It is a great pleasure to welcome the international investment community to the pages of “The Investor Tajikistan 2025” and introduce Dushanbe as a city rapidly becoming a promising investment destination in Central Asia. The capital of the Republic of Tajikistan, the city of Dushanbe, as the administrative center of the country and a mirror of the Tajiks' ancient civilization, has radically changed its image in recent years and has steadily entered a new stage of development thanks to the support and care of the Founder of Peace and National Unity—Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon and the creative and enterprising efforts of its residents and partners.

Dushanbe is the heart of Tajikistan, the political, economic, and cultural center of the nation. By engaging youth as a driving force, along with introducing advanced methods of education and modern infrastructure, the city serves as a platform with favorable opportunities for national and regional development. For decades, Dushanbe has been a symbol of safety and stability, and today it is entering a new phase of sustainable development, modernization of infrastructure, and strengthening international cooperation. 

Recently, Dushanbe has undergone significant changes, taking on a different atmosphere by the construction and commissioning of commercial, industrial, and residential facilities. Concurrently, Dushanbe has emerged as a competitive city in the region for both residence and employment thanks to its investments in the digital economy, public utilities, and transportation. Dushanbe is not only the best investment destination in Central Asia but also one of the region's emerging economic centers with new opportunities.

It is undeniable that Dushanbe is regarded as one of the safest cities in the world. The city has established a healthy business environment as a result of the government's continued efforts and the implementation of reforms to enhance the investment climate.

It is worth noting that the capital's economy is developing at a steady pace, and in just six months of 2025, US$2.2 billion of investments have been attracted for the development of Dushanbe.

The capital's authorities are constantly putting efforts into expanding the city's economy through digitalization and long-term business development. Modern highways, bridges, and innovations in public transportation have connected the capital with other cities, regions, and neighboring countries, hence strengthening its status as a logistics and commercial center. 

When it comes to startups, international technology companies, and investors looking to draw in a youthful workforce, Dushanbe IT Park offers a unique setting for investment development in the region. Collaborations with prestigious domestic and foreign universities, as well as scientific centers, ensure that future generations have the necessary knowledge and skills and become specialists.

Initiatives to increase energy efficiency, development of renewable energy sources, and effective water resource management contribute to achieving sustainable development goals and ensuring a safe living environment in the city. Sustainability and a decent life for people are the main goals of the authorities. And with the growth of the city's population and the expansion of its territories, priority is given to maintaining a clean environment, “green” transportation, landscaping neighborhoods, intelligent energy systems, and sustainable construction practices. 

By investing in waste management, clean water, and renewable resources, Dushanbe will not only enhance the quality of life of its residents but also serve as a model for urban development. Dushanbe's role as the capital of tourism, culture, and education is also considered important.

This intellectual and cultural potential and infrastructural capacities increase the city's attractiveness for investment in education, healthcare, services, and hosting international conferences and events. 

The city authorities are making efforts to create even more favorable conditions for investors. Dushanbe promotes simplified administrative procedures and active support for public-private partnerships within the framework of national legislation and programs. Investors are taking advantage of the city's role as a testing ground for the implementation of modern infrastructure —"smart cities" and “green” technologies — by entering priority sectors such as energy, utilities, construction and real estate, IT, transport and logistics, healthcare, tourism, and financial services.

In these areas, Dushanbe has its competitive advantages, such as the availability of a skilled workforce, institutions, government support, and a favorable investment climate. The goal of the city authorities is to transform Dushanbe into one of the leading capitals in the region — a modern, green, inclusive city integrated into global economic networks and internationally competitive. This goal, although ambitious, can be achieved through partnerships, innovation, and collaboration.
