_BIOGRAPHY Born on November 22, 1971 in Kalaikhumb, he graduated with honors in economics, he held senior roles in banking and led TALCO, the nation’s aluminum giant, before entering government. Since 2020, he has spearheaded the country’s industrialization strategy, focusing on innovation, artificial intelligence, green technology, and export growth. He holds a Doctorate in Economics, is a recipient of national honors, and actively promotes international partnerships to accelerate Tajikistan’s industrial integration.

The sustainable growth of the industrial sector in 2024 became possible due to the systematic and consistent support of the Government of the Republic of Tajikistan, which has been steadily creating favorable conditions for the development of domestic industry for many years. The Ministry of Industry and New Technologies, building upon this support, is implementing a range of strategic initiatives — from localization of production and deep processing of raw materials to the creation of industrial clusters and technoparks.

 

Ongoing government focus on tax incentives, subsidies, and digitalization of production strengthens the country’s industrial potential. Going forward, we plan to preserve and enhance the progress achieved through continued state support, the development of green technologies, and the expansion of export opportunities — all of which will ensure the diversification and resilience of the national economy.

COULD YOU ELABORATE ON THE STRATEGIC STEPS THE MINISTRY IS TAKING TO POSITION TAJIKISTAN AS A REGIONAL LEADER IN ARTIFICIAL INTELLIGENCE AND ADVANCED TECHNOLOGIES?

 

The opening of the Area AI technopark became possible thanks to the consistent and systemic support of the Government of Tajikistan, which recognizes the importance of innovation and digitalization for the country’s future. The Ministry of Industry and New Technologies works closely with government agencies to shape an innovative ecosystem that fosters the development of AI and high-tech industries.

 

With strong government backing, educational programs are being developed, tax incentives and grants are being provided to AI-focused companies — all of which contribute to building human capital and introducing cutting-edge solutions. International cooperation and technology transfer are also actively supported by the government. This ongoing support forms a solid foundation for Tajikistan to become a regional leader in artificial intelligence by 2040.

 

WHAT ARE THE KEY AREAS OF COOPERATION WITH INTERNATIONAL PARTNERS AND HOW THEY CONTRIBUTE TO INCREASED COMPETITIVENESS OF TAJIKISTAN’S INDUSTRIAL BASE?

 

Expanding international cooperation has become a key component of national policy, strongly supported and advanced by the Government of Tajikistan at the highest level. With the Government’s continued attention and support, our Ministry is successfully implementing projects with Iran, China, and European countries, which are driving the modernization of key industrial sectors and the adoption of advanced technologies.

 

Thanks to government efforts, conditions are being created to attract investment and develop joint ventures, enabling Tajikistan’s integration into global value chains. The ongoing negotiations with the European Union on an Enhanced Partnership Agreement exemplify systematic state support aimed at strengthening the energy, transport, and digital sectors. This comprehensive government backing ensures the successful development of the industrial complex and the growth of national competitiveness.

 

WHAT STRATEGIES IS THE MINISTRY EMPLOYING TO IMPROVE THE INVESTMENT CLIMATE?

 

The Ministry of Industry and New Technologies is implementing a strategy to improve the investment climate based on the unwavering and consistent support of the Government of the Republic of Tajikistan. The state is creating a transparent and stable legal framework, simplifying administrative procedures, and ensuring investor rights protection. Thanks to ongoing government support, modern technologies and infrastructure projects are being introduced in the mining and energy sectors, making these industries more attractive to foreign investors.

 

The Government also promotes the development of information technology through the establishment of technoparks and educational initiatives. Regular international forums and business missions, organized with government backing, help build investor confidence and expand international cooperation. It is precisely this continuous support from the Government that creates the conditions necessary for sustainable development and investment attraction.

Over the next five years, the Ministry of Industry and New Technologies has set priorities grounded in the ongoing and systemic support of the Government of the Republic of Tajikistan. The key areas include industrial modernization, the development of high-tech and environmentally friendly production, digitalization, and the promotion of innovation. The Government actively supports scientific research, startups, and the introduction of green technologies, ensuring the environmental sustainability of the economy.

 

At the same time, greater integration into regional and global markets is being pursued through national infrastructure development initiatives and investment attraction. All of these priorities are fully aligned with the country’s economic strategy focused on sustainable growth, improving the quality of life, and strengthening Tajikistan’s international standing.
