The fundamental transformations being carried out in the country under the leadership of the President of independent, permanently neutral Turkmenistan, Serdar Berdimuhamedov, are marked by their scale and innovation. These reforms cover all areas of state and public life.

Such programs as "Revival of a New Era of a Powerful State: National Program for the Socio-Economic Development of Turkmenistan for 2022–2052", "President of Turkmenistan’s Program for Socio-Economic Development of the Country for 2022–2028", and the National Rural Program, "Program for Socio-Economic Development of the Country and Investments in 2024", as well as the Work Plan and activities for the main directions of the Halk Maslahaty, planned for implementation this year in collaboration with the Mejlis of Turkmenistan, ministries, sectoral agencies, and public organizations, and other programs, are being successfully implemented. The economic strength of our state is growing, its international authority is being strengthened, and the social and living conditions of the people are improving.

I am firmly convinced that under the leadership of President Serdar Berdimuhamedov, the year, passing under the motto "The Treasury of Wisdom of Magtymguly Fragi," will go down in history as a year marked by political, economic, cultural achievements, and significant events.

Economic growth is the key factor for the sustainable advancement of any country. I would like to particularly note with pride that our economic achievements are aimed at further improving the social and living standards of our people. In this context, I consider the main features of economic development and state power to be:

• A high level of per capita income;

• High labor productivity in all sectors;

• High rates of economic reforms;

• High level of human capital and scientific and technological achievements;

• Competitiveness in the global market.

Based on this, our main task is the further socio-economic development of the country and the strengthening of the international authority of our neutral state.

Based on the "Concept of Improving the Methodology of Education Programs in Turkmenistan until 2028", the modernization of educational activities in accordance with international standards has been launched. I believe it will be appropriate if, in the future, modern educational institutions, and technology centers focused on priority areas of science and innovation, are established in our country. The new era demands the expansion of ongoing reforms and the enhancement of the educational potential of our society.

The creation, within the framework of adopted programs, of forest zones in the outskirts of Ashgabat and Arkadag cities, in the velayats, the National Tourist Zone "Avaza" on the Caspian coast, the construction of the Turkmen Lake "Altyn Asyr" in the center of the Karakum desert, and other works being carried out to ensure environmental safety, serve as a clear testament to the immense importance given in our country to environmental protection, and to the transformation of cities and villages into blooming oases.

The state is conducting targeted work in this area, effectively cooperating with international organizations. In the future, we must continue this work at an accelerated pace. The development of the financial market and the introduction of new types and methods of entrepreneurship are also a demand of the times. The monetary, credit, foreign exchange, financial, and tax-budget systems, which are a solid foundation for the socio-economic development of the country, are being consistently improved.

Domestic entrepreneurs are doing tremendous work in producing high-quality, competitive products, strengthening food security, and building modern industrial enterprises, cities, and villages. In this regard, I consider one of the important tasks to be the adoption of the Financial Market Development Strategy until 2030, as well as the National Program for Supporting Small and Medium Enterprises, which will mark the beginning of a new stage of dynamic development in our country.

Neutrality is a doctrine that highlights our initiatives at the global level, calling on nations for peace and cooperation, friendship and brotherhood, unity, and promoting humanism. This doctrine provides the energy for our people, who are building and creating for the great future of our beloved Motherland, to reach new milestones.Over the past 30 years, our neutral state, having accumulated extensive experience in this field, has become a center of harmony and friendship. Based on the legal status of neutrality, our country, as a responsible member of the global community, will continue, in the future, to contribute significantly to the development of international relations based on the philosophy of "Dialogue is the guarantee of peace."
